Sunday Sewage Surprise
Sex Spa Spews Streetby Dean Gray

Neighbors awoke Sunday morning to the sensational smell of sewage coming from a clearly visible liquid cascade flowing beneath a gate and crossing the street. The liquids from the Sea Mountain resort filled gutters with what smelled like sewage leaving nasty brown stains on neat, nearly new black asphalt paving the street. A Black Mercedes sat in the stinky pool.
Riverside County environmental health officials were notified and assigned their Hazardous Materials Team. Because of the serious nature of the incident two officers in two cars from the Desert Hot Springs police department personnel were the scene. City Public Works sent someone and even City Manager Rick Daniels went to inspect. City code enforcement officers do not work on Sundays.
Representatives from Sea Mountain claim it was not sewage but just their routine emptying of their spa waters onto the street. Emptying any spa and pool waters into the streets is a city code violation and subject to fines.
A drive in the streets around the business revealed no other septic work ongoing and no other liquids flowing into the street from any of the nearby homes. The odor from the liquids spilling under the gate of the Sea Mountain Inn had a strong odor of raw sewage.
A variety of County, State and Federal health and safety ordinances, statutes and laws prohibit sewage dumping. The spa is located in a residential neighborhood and the facilities are not connected to the city’s sewer system. At maximum capacity the sex spa may have as many as 200 guests partying inside.
"Its my guess that its sewage from a septic tank designed for only a 15 room facility," said Daniels. "The water district is responsible for sewers and has a hook up requirement if within 100 feet. Last year the city adopted an ordinance requiring hook ups within 1,000 feet. On Monday I'm going to find out how far away they are."
The spa promotes itself with advertising open sexual activities. Neighbors reported having to clean up condoms from the gutter left from previous sewage or spa water dumping.
This publication first reported city code violations on April 8, 2010 yet the sex spa continues to operate with a variety of code violations clearly visible from the street.
"The city has been talking with the business owner about paving the parking lot and building trash enclosures and they have to do something about the noise complaints," Daniels said, "Now we have a fourth problem, sewage. We'll have to add to the list of what we need to talk to them about."
Local television news broadcasts have also reported on issues regarding the sex spa, including the “swingers” lifestyle that is an open part of the sex spa’s draw. City Manager Rick Daniels states the city does not allow establishments to operate with open sexual activities. However, guests report open sex in the pools, in open areas of the spa and in a designated massage room that converts at night to an adult "play room."
Most city leaders defend the business and support continuing operations. Issues raised by sex spa operations have never been on the agenda for city council discussion. Mayor Yvonne Parks attended a chamber of commerce ribbon cutting for a second such spa that recently opened in the city. City Attorney Ruben Duran has been instructed by Daniels not to speak to our publication about this issue.
